2.1.0 Does not pre populate the Trunk Provided Options Ignore Keywords
(Actual circumstance was an upgrade from 2.0.1. I believe it does the same on a fresh install.)

This should only be affecting upgrades, the default values are inserted during a fresh install. I've added code so that this is inserted during the upgrade as well.

Should be corrected now, please test.

QA: PASS: Now it Does pre populate the Trunk Provided Options Ignore Keywords.
tested on trixbox, pabx, foncordiax, and pbxiaf.
