The infobel code has these comments:

What is the status of this ticket? Does infobel need adjustment for the zones it supports? Yes or No? Maybe?

I was working on this bug, but I used all my infobel querry quota for a few days... I can't return anything anymore...
However, it did let me found a bug in callerid (I hope thats the last one).
Uploaded rev 205.
Before I finished my test and debug.
I would guess that the following sources are ok:
BE, FR, LU, DK, AU, It and DE. ES will not.
I've updated the textual comments in rev 206 to hide ES.
Please test with the latest callerid and infobel to check as I won't be able to do it.
Beware, you must test for each country a residential and a business number (they have different encoding) and also with a name containing a special character.

This message is posted on the reverse number lookup for Spain on the Infobel site:
"As a result of the ruling of the Spanish Ministry of Science and Technology, 711/2002, of 26th of March searching by means of telephone number has become prohibited. We have therefore taken the initiative of suspending the functionality of search by telephone numbers on the universal telephone directory."
It is probalby wise to remove the ES funtionality from this lookup source.

I don't think any action is required. The user interface doesn't present spain as an option, so the little bit of code unique to Spain searches won't get triggered.
